How to make rice water?

From the boiling point: Boil the rice water for 30-45 minutes and strain it.
Fermented rice water: Fill a jar with rice water, add one teaspoon of sugar and four teaspoons of milk. Cover the jar and let it sit for 3-4 days. The solution becomes opaque and translucent.
